EU-SHARE Project: Higher education in ASEAN Region

Description of the Initiative

The project “European Union Support to Higher Education in ASEAN Region (SHARE)” has the overarching objective of strengthening regional cooperation, quality, competitiveness, and internationalisation of ASEAN higher education institutions and students. It also aims to enhance cooperation between the EU and the ASEAN Economic Community (AEC) and harmonise higher education across ASEAN countries. The three main components of SHARE are:

  1. policy dialogues;
  2. ASEAN Qualifications Reference Frameworks and ASEAN Quality Assurance;
  3. ASEAN Credit Transfer System, ASEAN-EU Credit Transfer Systems, and student mobility scholarships.

Aims and objectives

Progress and Achievements

  • Implementation of an ASEAN and EU-ASEAN credit transfer system and scholarships for mobility;
  • strengthening of the ASEAN Quality Assurance Framework (AQAF) and ASEAN Qualifications Reference Framework (AQRF);
  • improving harmonisation of higher education across ASEAN region

First phase completed (January 2019); aims partly achieved; ongoing

Plans and expected outcomes

ASEMME7: Chair’s Conclusion 28

EU-SHARE Project (second phase 2019-2021) focusing on:

  • Increased intra-ASEAN student mobility;
  • dissemination of Qualification Frameworks and Quality Assurance to relevant institution in ASEAN Member States;
  • hand over of the ASEAN Credit Transfer System to an ASEAN based institution to ensure sustainability, ownership and institutionalisation;
